CRESTECH Veterans Administration

The Financial Aid Office at Crestech currently processes veteran's benefits for Chapters 30, 31, 35 and 1606.The Veterans Administration pays education benefits to veterans, service persons, those in the National Guard or active reserves, and eligible dependents and survivors of totally disabled or deceased veteran under a number of benefit programs.

Because timely receipt of benefit checks cannot be assured by the VA, especially at the beginning of each semester, students should not depend on them for their beginning semester expenses. It is also the responsibility of the student to notify Crestech about this situation.

Students collecting VA benefits must achieve satisfactory progress. If the student falls below graduation standards or is on progress probation, Crestech is required to notify the VA. The VA will terminate benefits unless it can be shown that the student is pursuing an appropiate objective and has a reasonable chance for success in the chosen program.

In most cases, eligibility for benefits expires 10 years after the last discharge or release from active duty. For more information, call the Veteran's Administration toll free information line at 1-800-827-1000

The Veteran's Affairs office at Crestech assists veteran students in receiving benefits under various federal and state programs. This office ensures that proper paperwork is completed, certified, and filed with the VA so that payment dispersal can begin. If you are a veteran who will be attending classes at Crestech, or if you have any question about VA benefits, please feel free to stop in and see us, or send us an e-mail. To find out more about eligibility requirements please contact VA at 1-888-442-4551. To process your VA education benefit claim, we require the completion of several forms. Once you have completed these forms, it normally takes 6-8 weeks for the Veterans Administration's Regional Office to finish processing your claim.

All students who receive veterans education benefits are responsible for the same tuition policies as other Crestech students. The Department of Veterans Affairs (DVA) does not send funds to Crestech for a student's tuition. The money students receive from DVA is considered a benefit, not tuition reimbursement. Money from education benefits will be mailed directly to the student.

VA FORM 22-1995 this is the form you must fill out to request a change of program or place of training with the VA. This form applies to transfer students.

Class Card - This card verifies your schedule of classes at Crestech. You will become familiar with this card because you must submit every semester in order to receive your benefits. Failure to verify your schedule may result in you not being certified as eligible for your educational benefits during that semester and therefore not getting paid, or being overpaid with a corresponding reduction in later benefits. Should you change your schedule later by dropping and/or adding classes, you must notify our office of this change in order to avoid payment problems.

Course Outline - A list of the courses required for major and minor.

Name of Program - The complete name of the program for which a student is currently enrolled must be shown on all Enrollment Certifications . This information comes from a student when filing an application for VA benefits.

Getting Paid - You will receive checks on a monthly basis, which will be the payment for the preceding month of enrollment. This check will be mailed directly to the address you designate.

EXAMPLE: Chapter 30 Montgomery GI Bill recipients: if you are attending school during the month of October, the Veterans Administration will send you a verification letter requesting that you verify (by signature) that you were attending during the time period shown on the form, and that you maintained the number of credit hours shown. Once you have determined this is correct, sign the form and send it back to the Veterans Administration in the blue envelope provided. Ensure that you have the correct Veterans Administration address showing through the plastic window before you seal the envelope. In about two weeks your check will arrive at the address you specified.

STATE PROGRAMS OF ASSISTANCE

Montgomery GI Bill

(MGIB-RC Chapter 1606) This Federally funded program provides eligible Reserve Component servicemembers with monthly entitlements for the pursuit of education programs approved by the Department of Veterans Affairs (VA). The specific guidelines pertaining to the administration of this program are as follows:

QUALIFYING CRITERIA:
Be a secondary school graduate or equivalent. Non-prior service members (NPS) must become a secondary school graduate or equivalent before completion of Initial Active Duty Training (IADT).
Have completed IADT or equivalent.
Be a satisfactory participant in the New Jersey Army National Guard (NJARNG).
Not be receiving a ROTC Scholarship (10 USC 2107).

If an officer, agree to serve in the Selected Reserve for 6 years in addition to any other Selected Reserve obligation. (DA Form 5435-R)
Enlist, reenlist, or extend an enlistment in the Selected Reserve for a period of not less than 6 years after 1 July 1985. Prior service, in-service members, and officers must meet all above qualifying criteria before taking this action. Non-prior Service members may enlist for 6 years and then meet the above qualifying criteria.
Soldiers enrolling in vocational or remedial courses must incur their six year obligation after 1 October 1990.

ENTITLEMENT:
The date of entitlement will be established the date that you meet all the above criteria. You will be eligible to utilize these entitlements only when your date of entitlement has been established. Non- Prior Service members may commit the six years from the date of the enlistment, and then meet the remaining criteria and become eligible for entitlements. Current members must meet criteria before committing for six years.
When entitlement is established, you will be required to sign a Notice of Basic Eligibility (NOBE) DD 2384-1, which will fully explain satisfactory participation, non-participation, expiration period, other entitlements, and prohibited duplication of benefits.

BENEFITS:
Benefits will be provided for pursuit of a program of education at an institution of higher learning approved for VA benefits: For traditional college courses, the VA will certify you as full-time, three-quarter-time, one-halftime, or less than half-time student, and you will be paid: -News/ch1606Rates100101.htm">New Rates for MGIB- Selected Reserve (Ch1606) Effective October 1, 2001.
Other types of programs are eligible for VA benefits. These include correspondence courses, cooperative training, apprenticeships, and flight training. Specific amount paid will depend on the nature of the program entered.

BENEFITS TERMINATION:
The maximum time to draw unused benefits is ten years from the date of basic eligibility. Benefits terminate when you have received benefits for a total of 36 full-time months, become an unsatisfactory participant, separate from the Selected Reserve, or acceptance of an ROTC scholarship.

RECOUPMENT:
Recoupment will occur if the guard member becomes an unsatisfactory participant in the NJARNG. Recoupment is also authorized for unsatisfactory grades.

INACTIVE NATIONAL GUARD / INDIVIDUAL READY RESERVE:
Personnel may suspend their Chapter 1606 benefits under certain conditions. These include:
Periods of missionary service--up to 3 years
Transfers to the ING/IRR for other reasons--up to 1 year Note: You are only authorized one release for your entire military career. Also, time missed must be added to your enlistment contract upon return.
Upon return to an active status, personnel must extend their enlistment for the amount of time that they were in the ING/IRR.

INTERSTATE / INTERSERVICE TRANSFERS:
Personnel that transfer to or from the NJNG to another Reserve Component or another state or territory must take certain steps to ensure that their benefits are continued. When an individual transfers, they are separated from the original service. This separation is automatically reported to the Department of Veterans Affairs. This may result in a termination or delay in receiving benefits. In order to reduce this problem, personnel must provide their gaining Education Center with a copy of their original Notice of Basic Eligibility. Failure to provide the original document may result in a delay in benefits.

NJARNG PROCEDURES:
All soldiers sign the Statement of Understanding (DA Form 5435-R). Unit administrative personnel will coordinate this action and put a copy of the statement into the individual's file, MPRJ, and provide a copy to the soldier.
Unit administrative personnel will fax, or mail, NJDMAVA Form 603 to the Education Center to request a Notice of Basic Eligibility (DD Form 2384-1).
Upon receipt, the Montgomery G.I. Bill (MGIB) Manager will ensure eligibility, sign the DD Form 2384-1 and then mail the DD Form 2384-1 to the soldier for signature. (NOTE: Only the State Education Services Officer or MGIB Manager is authorized to sign the DD Form 2384-1.)
One copy of the completed DD Form 2384-1 will be placed in the soldiers MPRJ and another will be maintained by the Education Center (NJARNG or State.)

STEPS ELIGIBLE SOLDIERS MUST TAKE TO USE THEIR MONTGOMERY GL BILL:
Contact the institution, the VA, State Approving Agency, or the Education Center to ensure that his or her specific program of education is approved for the Montgomery Gl Bill.
Soldier contacts the institution's Veterans Affairs Office and:
Provides a copy of his or her Notice of Basic of Eligibility (DD Form 2384-1)
Completes VA Form 22-1990 (Application for VA Education Benefits)
The college, or school forwards the above documents to the appropriate Veterans Administration Regional Office responsible for processing entitlement award checks.

MULTIPLE VA ENTITLEMENT
Under Veterans Administration regulations an individual may become eligible for more than one education benefit. In many instances a soldier can become eligible for both Chapter 30 and Chapter 1606 of the Montgomery G.I. Bill. Regulations limit the number of months that an individual can receive benefits. Normal entitlement is 36 full-time months for each program. If a soldier qualifies for both programs, the maximum entitlement that can ever be received is a total of 48 full-time months or equivalent.

THINGS TO KEEP IN MIND
When registering for classes, keep in mind that the VA will not pay for any classes that do not count toward your major. Be aware that the VA periodically checks all applicants to ensure that the courses being taken are relevant to the student's declared major. Failure to comply with this policy could lead to the VA billing you for benefits received for courses that do not count toward your major.

Repeating Classes - Benefits will not be paid for courses repeated in which a passing grade was awarded for the first attempt.
